This position serves as the Section Chief for CWCB’s Water Supply Planning section, which includes the Office of Water Conservation & Drought Planning. This position is responsible for coordinating and directing the work of the section. This section works to help provide an adequate water supply for Colorado’s citizens and the environment. The section provides a permanent forum for broad-based discussions on Colorado’s water supply future through the Interbasin Compact Process and associated river basin roundtables. The Water Supply Planning section analyzes Colorado’s current and future consumptive and nonconsumptive water needs and potential projects or methods to meet those needs. The section evaluates water supply strategies for meeting Colorado’s future water needs and it administers grant programs to help implement projects/methods for meeting Colorado’s water needs including the Water Supply Reserve Account and the Alternative Agricultural Transfers grant program. The section also provides public education and outreach on Colorado’s water supply future.

  • Managing the Water Supply Reserve Account program
  • Overseeing the agricultural water needs and Alternative Agricultural Transfers Grant program
  • Tracking and supporting water supply projects and methods for meeting Colorado’s future municipal and industrial water needs
Geographically, Todd is the section lead in the South Platte, Arkansas, and Gunnison basins.

  • Managing public education and outreach on Colorado’s Water Supply Future
Geographically, Jacob is the section lead in the Colorado and Yampa/White basins and for the Metro area.

  • Managing projects under the Water Supply Reserve Account program
  • Tracking and supporting water projects and methods that address Colorado’s future water needs
  • Managing the development and enhancement of the Basin Needs Decision Support System (BNDSS)
  • Monitoring and forecasting municipal and industrial water needs
Geographically, Greg is the section lead for Southwest Colorado, the Rio Grande and North Platte basins.

Office of Water Conservation & Drought Planning (OWCDP)

Veva is the Team Lead for the OWCDP. She is responsible for the direction and implementation of statewide water conservation and drought planning programs and projects including providing technical planning assistance to Colorado water providers and local governments. She manages the CWCB’s Water Efficiency Grant Program, which grants monies for water conservation & drought mitigation planning & implementation activities, as well as water resource conservation education & outreach. She serves as a co-chair of the Governor’s Water Availability Task Force. She is currently managing the State’s efforts to update its State Drought Plan. Veva is also coordinating the DNR’s efforts to craft a climate change initiative as it pertains to water adaptation strategies. She provides technical assistance on the Statewide Water Supply Initiative and the 1177 roundtable process, created under the Water for 21st Century Act of 2006, focusing on the conservation and efficiency alternatives to meeting the State’s future water needs. Veva is responsible for coordinating all public relations and education efforts for the State’s involvement in water conservation initiatives.

Taryn is responsible for providing technical assistance to water providers and water users throughout Colorado in the development, implementation, and monitoring of drought mitigation planning programs. She also provides technical expertise in the coordination of the CWCB’s participation in regional efforts to develop hydrologic models that analyze the impacts of climate change on water resources and future demands. Other areas of responsibility include:
  • Serving as the office’s technical specialist to conduct studies and surveys relating to drought and climate change
  • Performing research and analysis of existing drought planning & implementation efforts
  • Implementing efforts to improve drought monitoring, mitigation and response statewide
  • Reviewing, researching and analyzing data necessary to develop approaches for quantifying and considering uncertainties and risk in water resource planning & management, focusing primarily on climate change and implementation of water management strategies.
